Foreign interference refers to harmful activities carried out for, on behalf of, or to benefit
a foreign power.

Foreign influence operations often use a variety of tactics, with disinformation being one
of the most common and powerful tools used to mislead, manipulate, and disrupt public
opinion.

This can involve misleading others, spreading disinformation, or disrupting political, legal,
or public processes in the UK.

✅ What Does 4D HYPE Prohibit?

4D HYPE prohibits Contributions that:

• Engage in activities for, on behalf of, or with the intent to benefit a foreign power, in
  a way that causes or intends to cause interference
• Try to influence how people participate in political or legal processes
• Try to disrupt the exercise of public functions
• Prejudice the safety or interests of the United Kingdom

We also prohibit malign activity carried out for a foreign power, including:

• Making offensive or provocative Contributions to manipulate public opinion or
  cause conflict
• Engaging in inauthentic behaviour and manipulation to create or spread
  disinformation
• Publishing private or identifiable information about individuals
• Organising hack and leak operations
• Planning Distributed Denial of Service (DDoS) attacks
• Spreading conspiracy theories or narratives to divide communities
• Creating or amplifying disinformation, including deepfakes and cheap-fakes
• Amplifying existing divisive ("wedge") issues to harm social cohesion
• Using bots to generate or spread Contributions
• Impersonating journalists or manipulating journalism to mislead the public

(Note: We also prohibit Contributions that attempt, assist, plot, encourage, or organise any
of these activities.)

🚫 Example of Prohibited Contribution

• Using false identities and disinformation to infiltrate legitimate debates, for
  example, by spreading false information about the effectiveness or alleged side
  effects of vaccines for children.

2. Select ‘(correct label here)ʼ

1. Go to the ‘Report Content Policy Violationʼ page
2. Choose ‘Report Content Policy Violationʼ from the drop-down menu
